Information Systems Report

Brian Belinsky, now in his sixth year as Manager of Information Systems (I.S.), updated the Board further to his last report of December 20, 2017.  His PowerPoint presentation covered five areas:  division technology overview, school technology upgrades, school VoIP upgrades, division security and division technology projects.

Division technology comprises 5,350 computers which includes 775 legacy computers, in addition to 1,904 iPads, 37 school servers, 175 switches and 678 access points.  The data centre at the Weyburn division office services central office and school routing, division computing and applications and is the central office primary storage as well as school secondary/back up storage. School technology upgrades are done every five years with this being the last year in the current cycle.  Three east region schools will receive upgrades this school year:  Redvers, Rocanville and Wapella, along with three in the south region:  Alameda, Carievale and Oxbow Prairie Horizons and four in the west region:  Gladmar, Lyndale, Pangman and Yellow Grass.  Technology upgrades will focus on mobile technology for staff and students, pod growth in schools, legacy equipment retention and infrastructure support.  Belinsky noted that schools are appreciative of extending the life cycle of technology devices at their locations as it enables them to retain a larger inventory of devices for students and staff.

The I.S. department will also be carrying out school VoIP upgrades to replace legacy telephony systems and provide improved phone and PA systems.  The division currently is VoIP supported in 28 schools as well as in the division office.  In 2018-2019 telephony systems will be upgraded at Manor School, Lampman School, Midale Central School and Maryfield School, and Oxbow Prairie Horizons School will receive a wireless access point upgrade.

Belinsky spoke at length about SECPSD's robust security systems, displaying 13 slides of data related thereto.  He informed the Board that over the past year the division's Technical Analysts have worked to upgrade approximately 4,200 devices to Windows 10 from Windows 7, and that there are about 1,000 devices yet to be upgraded by the end of the month.  He explained that the division's System Analyst works monthly to prepare computer upgrade packages, server upgrades and core upgrades which are pushed out overnight due to being bandwidth intensive. Information Systems has added two new network security systems:  Microsoft Threat Management (MTM) and SS8 appliance.  The MTM is a network firewall, antivirus program, VPN server and web cache from Microsoft Corporation which works by inspecting all network traffic that passes through the Windows Server.  The firewall filters out malware, attempts to exploit security vulnerabilities and content that does not match a predefined security policy.  Some of the security applications are generic from Microsoft and some were built in by SECPSD.  The MTM reports in real time with network monitors intervening with appropriate action.

This school year I.S. is focusing on three main projects:  Navision (finance software) upgrade, disaster recovery as a service and MySchoolsSask (provincial unified student information/data base system).

Quarterly Operating and Financial Report

The Quarterly Finance Report was presented by Marilyn Yurkiw, Manager of Finance.  The report presented was reflective of revenue and expenses received and incurred up to November 30, 2018.  The Statement of Operations indicates that revenue of $24,830,797 was received up to November 30, 2018, while expenses incurred up to this period of time were $26,567,374.  The projection shows an increase in revenue from budget of $133,593.  This is reflective of the actual enrollment grant adjustment along with the increase to tuition revenue based on current enrollment and the increase to interest revenue.  The only adjusted expense in the projection was an increase for tuition expense of $145,040.  We have more students attending the program at Southeast Regional College and therefore that cost is higher than budget.  All other expenses are currently projected to remain on budget in all areas.
